The following three factors influence TDM requirements:
Individual requirements for each development that qualifies for TDM would range from five to forty points depending on the aforementioned factors.

Three basic measures are required of all projects, including two that are already required under existing development regulations i.e., bike parking and pedestrian path. In addition to these measures, choose from 32 other options listed in the table below to meet the TDM target.
Each measure is worth points ranging from 1 to 10, which are based on efficacy in reducing vehicle miles traveled, documented best practices, and contextual relevance for Madison. Several measures have sub-options where different points are awarded based on the level of implementation and/or conditions being met.Table 2 Proposed TDM measures and weighting
