Assessments, Payment Plans
When the City performs repairs to certain parts of the roadway system, assessments of construction costs may be levied to adjacent property owners.
In streets where curb and gutter and sidewalk already exist (improved street), the curb and gutter, terrace restoration and sidewalk costs are cost shared with the city and property owner 50-50. All other reconstruction costs including pavement and stone base are paid for by the City.
In streets where curb and gutter and/or sidewalk do not already exist (unimproved street), the curb and gutter, terrace restoration, sidewalk and 4 feet of pavement are 100% assessed to property owners. All other reconstruction costs are paid for by the City.
Before a project has begun, all assessments require a public hearing before the Board of Public Works and a separate public hearing before the Common Council. An estimate of schedule of assessments is mailed to all properties receiving an assessment 10 days before the hearings. After the work is completed an invoice will be sent to properties using actual costs. The invoice can be paid at that time or over 8 years with interest.
